So many HTML Editors - so little time.
Yes, there are several free editors that are at your finger tips.

So why do people not use them to make their own splash pages? maybe they just have not found an editor that fits their style. I am guessing that if you try a few different types you will find one that you can use and not make you want to throw your whole computer out the window.
